Since this is the first case of unequal stages, I’ll tell you how I solve it: I take the average. So the average of 2 (Growlithe) and 1 (Torkoal) is 1.5 stages. For fractions, I round up if it is below the average number of stages for all Pokemon, and round down if it is above.
